Each country belongs to one of the four ideology groups (usually referred to simply as ideologies). These are difficult to change and affect the circumstances under which a country can perform certain actions, as well as what happens to occupied territory.
You can change your country’s government through different methods. In some cases, your country has specific focuses that can help you adopt a new ideology.
Aside from national focuses, you can also change your ideology in other ways. First, hire the advisors who provide a daily increase in support for your target ideology.
Once that ideology reaches around 20–25% popularity in your country, you will gain access to decisions to either start a civil war or continue working toward a peaceful transition of power.

Once you reach at least 50% popularity for the desired ideology, you will be able to hold a national referendum.
Note that it is possible to change ideology through decisions or civil war several times within the same game. However, it is time consuming.
